New rules open land for non-residential purposes

Rules and regulations have been formulated to cater land for non-residential purposes, following their publication on Gazzette.

President Dr. Mohamed Muizzu has resolved to allocate plots of land to the councils, facilitating their use for economic purposes. This decision was initiated with the intent to strengthen the power of decentralized entities and as well as to revitalize council's activities.

Ministry of Housing, Land and Urban Development announced the formulation of specified rules regarding the allocation and registration of land for non-residential purposes, underscoring its role in determining the procedures to be followed post the facilitation of land to various parties.

Reportedly, lands are to be designated by both Ministry and Housing and relevant councils. Additionally, the rules state that plots are to be assigned by the councils, within their jurisdiction, while the remainder will be assigned by the designated ministry. In accordance with the strategized rules, lands can be allocated in 5 different ways.

Five methods of land allocation:
* Land Lease
* Land Trade
* Provisional land assignment
* Release of lands to ministries and state administrative bodies
* Release of lands with the exemption of rent

As per the regulations, the Land Valuation Committee, appointed by President Dr. Muizzu will determine the minimum rent for land leases, the minimum sale price for land, the maximum rent for land allocated for public services and as well as the value of land designated for state purposes. The committee encompasses of 9 different individuals, following the appointment of members from state ministries and government authorities.

Furthermore, in compliance with the regulations, lands within the jurisdiction of councils shall be leased or sold through an open tender process.

In addition to, the formulated rules outlines details regarding the registration of land and the renewal of land registration. It stipulates that upon submission of the required documents mentioned in the rules, a stamped registry for the purpose of registration will be provided to the individual leasing or buying land.

In conclusion, the current government has been actively rejuvenating decentralized systems while co-currently empowering councils. Alongside, the formulation of rules for land use for non-residential purposes, the Ministry of Cities, Local Government and Public works is pro-actively engaging in the task of assisting uninhabited islands outside the jurisdiction of authoritative councils.
