Maldives and Japan have formalised collaboration on the Project for Disaster Resilience Enhancement in Malé City through the signing of an Exchange of Notes. The ceremony took place at the Ministry of Foreign Affairs.
The Exchange of Notes was signed by the Maldivian Foreign Minister Moosa Zameer, and the Japanese Ambassador to the Maldives Takeuchi Midori. The agreement marks the beginning of the first phase of a major project under Japan’s Economic and Social Development Programme. The initiative, which involves USD 140,000 will fund the design stage of the seawall renovation, an essential step in enhancing the safety and resilience of Malé.
During the ceremony, Minister Zameer underscored the importance of this project in protecting the Maldives from the escalating threats posed by rising sea levels and climate-related disasters. He pointed out that this endeavour highlights the strong and enduring friendship between the Maldives and Japan, reinforcing their mutual commitment to safeguarding future generations. Minister Zameer also recalled how the seawall, constructed with Japan’s generous support in the 1990s, played a crucial role in protecting Malé from the 2004 Indian Ocean Tsunami.
He expressed deep appreciation to the Japanese Government for its ongoing support and emphasized how such projects reaffirm Japan’s role as a vital partner in the Maldives’ development efforts. Additionally, Japan will provide specialized equipment to the Maldives for improving storm water drainage on the island, which will support the stability of daily life and economic activities.
The Design Phase of this project will last one year and is expected to set the stage for the subsequent Construction Phase, which will involve a significant grant to fund the seawall upgrades, with completion anticipated by 2027. The project will be carried out in two phases and managed by the Japan International Cooperation Agency (JICA) in close collaboration with the Ministry of Construction and Infrastructure.
The ceremony was attended by the Minister of Construction and Infrastructure Dr. Abdulla Muththalib along with senior officials from the Ministry of Foreign Affairs, Ministry of Construction and Infrastructure, Ministry of Finance, the Japanese Embassy, and JICA.
