ACC gives recommendations for policies on state compensation

Anti-Corruption Commission (ACC) has given recommendations to the state to formulate policies and guidelines in providing state compensation. ACC made the recommendation in its white paper on providing compensation for damages incurred regarding government projects.

In the white paper, ACC noted that no government institution or committee has formulated a policy on providing state compensation, including the settlement committee tasked with advising the president on such matters. ACC stated that government institutions are inconsistent in concluding cases regarding state compensation, and that making inconsistent rulings without transparency results in further damage to the state.

The commission stated it has conducted an analysis, which has found that many cases regarding state compensation are a result of companies not being given specific instructions on the scope of the work when tasked with completing the project. ACC has given recommendations to the state and government-affiliated companies, which includes publishing guidelines on making assessments to determine the exact amount of damages that were incurred.

Other recommendations include specifying the scope of projects and formulating agreements that specify the parties which would be held financially liable on termination of the agreement.
