Thulusdhoo Launch Marks Penultimate Step in Passport Service Expansion

Maldives Immigration has formally commenced passport issuance services on Thulusdhoo in Kaafu Atoll, marking a pivotal advance in the government’s effort to decentralise access to essential public services.

The launch is part of a national programme to extend passport services to all the atolls. Led by Maldives Immigration, the initiative aims to resolve longstanding logistical challenges that have required island residents to travel to the capital, Malé, for passport issuance and renewal.

Officials have stated that, once fully implemented, the programme will eliminate the need for such travel. Citizens will instead be able to access passport services either on their home island or at a designated service island within their atoll.

This expansion, which also includes the issuance of Maldivian identity cards, reflects a core policy commitment of President Dr Mohamed Muizzu. The programme was formally inaugurated on 16 November 2024 and is designed to deliver timely, localised access to government services.

Under the framework, passport services are now operational in Thulusdhoo. Maldives Immigration has confirmed that the rollout is nearing completion, with services established across all but one remaining atoll.

Alifu Dhaalu Atoll is the final region yet to be integrated into the network. Authorities have announced that services will be introduced in Mahibadhoo, completing the geographic coverage mandated under the initiative.

While Maldives Immigration has maintained its target of full implementation by year-end, President Muizzu previously stated that the service would be operational across all atolls by the end of October. The agency affirmed that progress remains consistent with the president’s pledge.
